Tom Mullarkey has written a compelling and engaging book. It is a fascinating tale well told, written with compassion and humour, the story of one man's battle against bureaucracy and intransigence - an effort to stop the vicious blood letting in Rwanda, a country in the grip of anarchy. It was an effort which met with brief success, which is to his eternal credit. The author presents a forceful argument for a more robust role for UN peacekeepers, especially when it means saving lives. This is not just a book for students of Africa and the United Nations - it deserves a much wider readership.

Rwanda has long been known as "The Land of a Thousand Hills". Mullarkey and his close colleagues surmounted more than a thousand "hills" to win approval for an ambitious restoration plan for Rwanda, following the genocide of 1994. Those of us who were there at the time can vouch for the accuracy of his account. His perspective is unique: it is the most challenging lens through which to see the dramatic and heart-wrenching story unfold. The book is a frank account of a struggle to bring hope out of despair. The many failures of the UN and other agencies are shocking - and yet despite the chaos many lives were saved by their work. Tom Mullarkey's book helps us to see into that situation, lighting the way with compassion, practical commitment, and a wry, bright sense of humour that he salvages from the wreckage. With a powerful and thrilling narrative, he sends out a ringing challenge to us all to do better.
